Strengthening families and communities so every child in Cambodia can grow up in a safe, nurturing family environment.
A coalition of organizations working together to reform child care in Cambodia — ensuring that no child grows up outside a family unnecessarily.
Family Care First (FCF) is a coalition of NGOs, government partners, and community organizations dedicated to strengthening families in Cambodia. We work to prevent unnecessary family–child separation and ensure that children who cannot live with their families receive quality alternative care.
Research consistently shows that children thrive best in family-based care. FCF promotes evidence-based approaches that keep families together, support community resilience, and reform the child protection and care system at every level.
We combine direct service delivery, capacity building, advocacy, and research to drive systemic change. By coordinating across members we avoid duplication, share learnings, and amplify impact across Cambodia's 25 provinces.
Family preservation & reunification, kinship & foster care, community-based child protection, social workforce strengthening, residential care reform, and evidence-driven policy advocacy.
The coalition's work is guided by four strategic pillars that together create lasting change for children and families.
Prevent unnecessary family–child separation through early intervention, parenting support, and economic strengthening.
Develop and expand quality kinship care, foster care, and supported independent living options.
Strengthen community-based child protection mechanisms and social service workforce capacity.
Generate research, data, and evidence to inform policy reform and best practices in child care.
